Choker of woven gilt  silver on velvet backing, made in Indian style most likely for use as anklet during the Orientalist period, early 20th century.  Has an original  cord to adjust fit. 

This necklace was a prop and used in the HBO series Boardwalk empire. It has a tie and can be held tightly on the neck.
